Yes — extract the pages you want to keep. For example, to drop page 3 of a 5-page PDF, extract 1-2, 4-5.
Does splitting reduce quality?

Does it work with password-protected PDFs?
No. Remove the password in your PDF viewer, save a copy, and add that instead.
