How to Scan Documents With Your Phone for Government Forms
Get clean, readable, small scans of certificates, ID cards and marksheets using only your phone โ lighting, framing, cropping and file-size tips.

You do not need a scanner to prepare documents for an online application. A phone camera and a few habits give scans that are sharp, readable and small enough for strict upload limits.
1. Set Up the Page
- Light: daylight near a window is best. Avoid the phone's flash โ it creates a bright spot and glare on laminated cards.
- Background: place the paper on a plain, darker surface (a table or a sheet of dark paper) so the edges are easy to see and crop.
- Flatness: flatten folds. For a booklet, press it open with your hand outside the frame.
2. Take the Photo
- Hold the phone parallel to the page, directly above it. Tilting the phone makes the page look like a trapezium and blurs one side.
- Fill the frame with the page, leaving a small margin.
- Tap the screen on the text to focus. Hold still for a second after tapping.
- Turn off camera watermarks ("Shot on โฆ") and date stamps.
- Take two or three shots and keep the sharpest.
Many phones have a built-in document scanner (in the camera, the Files app, Google Drive or Notes) that straightens the page automatically. These work well; save the result as JPG or PDF.
3. Crop and Straighten
Crop exactly to the edges of the paper. The desk around a page is wasted space and makes the file bigger. If the page is slightly tilted, most gallery editors can rotate by a few degrees.
4. Choose the Right Format

5. Check Before Uploading
Zoom into the smallest text on the final file: roll numbers, dates, certificate numbers and seals must be readable. If they are not, try a slightly larger KB limit (if the form allows it) or rescan in better light. A file that is under the limit but unreadable can still be rejected at document verification.
Special Cases
- Laminated cards (Aadhaar, PAN, driving licence): tilt the card slightly away from the window to remove glare, or take the photo in shade.
- Stamps and signatures in colour: keep colour mode on; black-and-white mode can make blue stamps disappear.
- Handwritten declarations: write in black ink on plain white paper, and scan it the same way as a signature โ see How to Scan a Signature.
- Photographs of photos: avoid them for your applicant photo. Take a fresh digital photo instead.
